Salary Range: $150,000-225,000

On May 6, 2022, Humble and Enbridge USA Inc. announced the joint development of a world class hydrogen and ammonia production facility at the Enbridge Ingleside Energy Center including CCUS, capable of producing very low carbon products for the Gulf Coast and export.

Position Summary

  • Reporting to the Vice President, Engineering and Construction, the Project Controls Manager has responsibility for all Project Controls functions on the project, including planning, scheduling, estimating, cost / schedule reporting, cost / schedule analysis, and cost / schedule forecasting.

Essential Duties/Responsibilities

      • Function as Subject Matter Expert (SME) for Project Controls.
      • Establish Project Controls strategy.
      • Establish Project Controls plans and procedures, as required.
      • Develop or manage Contractor(s) to develop the following FEL-2 deliverables: 
        • Project Controls plan, work breakdown structure (WBS)
        • Level 1 schedule by WBS, basis of schedule
        • FEL-3 schedule execution plan, Level 3 schedule, basis of schedule, schedule risk analysis
        • Estimate execution plan, Class 4 estimate, basis of estimate
        • Reporting plan, reporting calendar, bi-weekly progress reports, monthly progress reports.
      • Develop or manage Contractor(s) to develop the following FEL-3 deliverables: 
        • EPC schedule execution plan, Level 3 schedule, basis of schedule, schedule risk analysis, monthly schedule report & analyses,
        • Estimate execution plan, Class 3 estimate, basis of estimate, estimate contingency, event contingency
        • Monthly cost report & analyses.
      • Develop, update, and maintain project schedules with project manager and team input in Primavera P6, Microsoft Project or other project management software platforms.
      • Perform reviews of baseline and periodic schedule updates for compliance with project objectives.
      • Performs cost analysis, spend tracking, and earned value reporting to monitor project costs and revenue and forecast final financial outcomes.
      • Works with project management team and project controls team to ensure accurate and timely reporting of cost information.
      • Ensure that assignments are executed with technical proficiency, accuracy, and professionalism.
      • Make employee safety a priority both in-house and on-site.

      Supervisory Duties

      Manage direct-hire and contractor Project Controls Specialists, as required.

      Job Qualifications

        • Bachelor’s or Associates degree (or equivalent experience) in Engineering, Finance, Accounting or related field preferred.
        • 5 years engineering and/or construction project control experience preferred.
        • Proven written and verbal communication skills.
        • Knowledge of accounting principles, including construction accounting, preferred.
        • Proper attitude and work ethic are essential, must be willing to work extra time as needed to accomplish objectives.
        • Proficient in Primavera P6, Microsoft Project, Microsoft Excel required. Knowledge of computer operations and standard software packages (word processing, spreadsheets, Adobe) required.
        • Candidates should be familiar with interpreting construction drawings, specifications, contracts, estimating and take-offs, and as-built drawings.
        • Ability to handle multiple tasks in a fast-moving environment. Must be able to work somewhat independently and ask questions and seek out information if needed to complete assigned tasks.
        • Must be able to perform complex tasks and handle multiple priorities and possess the ability to perform exceptionally under high stress conditions.
        • Ability to work with a team, take directions from supervisor(s), high degree of attention to details, follow work rules, prioritize work schedule and adhere to established work schedules
        • Ability to identify and establish expectations in an employee/employer relationship (subordinate/manager)
        • Solid communication, motivation and interpersonal skills, and the ability to cost control projects that will include working with individuals with varying disciplines, backgrounds and experience levels

            • Primarily in an office environment, on project site or other vendor locations to be determined, with opportunities for occasional work at home
            • Job will require some travel to Ingleside, Texas and other vendor locations as necessary
