On May 6, 2022, Humble and Enbridge USA Inc. announced the joint development of a world class hydrogen and ammonia production facility at the Enbridge Ingleside Energy Center including CCUS, capable of producing very low carbon products for the Gulf Coast and export.

Position Summary

This individual will be instrumental in the development of a procurement team with all the tools, processes and procedures required to efficiently deploy multi-billion dollars of capital into one of the earliest moving and most efficient production facilities for hydrogen and ammonia on the Texas Gulf coast.

Reporting to the Vice President, Engineering and Construction, the Procurement Manager has responsibility for all Procurement functions on the project, including contracting, purchasing, supplier quality surveillance, expediting, logistics, and warehousing.

Essential Duties/Responsibilities

      • Function as Subject Matter Expert (SME) for Procurement
      • Establish Procurement strategy.
      • Establish Procurement plans and procedures, as required
      • Develop or manage Contractor(s) to develop the following FEL-2 deliverables:
        • FEL-3 contracts
      • Develop or manage Contractor(s) to develop the following FEL-3 deliverables:
        • Material procurement plan, material responsibility matrix, approved supplier list, supplier quality surveillance plan, expediting plan, logistics plan
        • Long lead purchase orders
        • Contracting plan, contracts list, contract development schedule, approve contractor list
        • EPC contracts
      • Manage all aspects of the procurement function for the project including developing and supporting vendor contract templates, company-wide procurement templates, materials and EPC contract reviews and negotiations.
      • Manage non-technical aspects of the projects which includes providing guidance and assistance and collaborating with Project Managers on scope management, change management, schedule, risk, and other procurement and vendor contracting matters.
      • Assist in establishing, negotiating and ensuring compliance with the terms and conditions of materials and service contracts. Assist in negotiating the terms and conditions of consultant agreements, and documenting and agreeing on any changes or amendments that may arise during the implementation or execution of the project.
      • Develop and maintain vendor relationships and manage vendor specific vendor template negotiations.
      • Serve as a liaison between the procurement team and other project members to assist in the understanding, interpreting and transmitting of relevant contract information, processes and procedures to all key project participants, guiding them to understand, follow up and adhere to the scope of work in compliance with their responsibilities with contract terms and conditions.
      • Act as an expert on the RFP process and procedures. Write, issue and respond to procurement requirements, proposals, successfully negotiate subcontracts and change orders.
      • Oversee non-technical aspects of on-going contracts, including compliance with the contract documents to ensure that the requirements of the contracts are implemented and maintained. Review contract performance by monitoring compliance documents, schedules, and deliverables.
      • Assist Project Manager in preparation of correspondence and maintain records necessary to ensure the effective administration of all contractual matters.
      • Facilitate the preparation of contract changes and administration, review and settlement of contract change negotiations and participate in the resolution of escalated, complex or disputed contract issues.
      • Ensure all warranties, bonds, insurances, guarantees, etc. are in place and maintained and updated in accordance with the contract and are in compliance with company requirements.
      • Monitor schedule for submission of deliverables and other contractual notices and certifications. Monitor project budget in coordination with Project Manager and assist with identification of project financial issues and recovery options.
      • Ensure ongoing improvement through evaluation of current processes and suggest, promote and execute beneficial alternatives
      • Prepare/distribute monthly procurement status reports and commercial reports.

      Supervisory Duties

      Managing direct-hire and contractor Procurement personnel, as required.

      Job Qualifications

        • Undergraduate degree in Engineering, Construction Management, Supply Chain, Procurement, Business or related field
        • A minimum of 10 years related experience is required. Oil and gas industry or construction management experience preferred.
        • Working knowledge of applicable industry standards (ASME, ANSI, API, NACE, NFPA, CFR, etc.)
        • Must possess basic understanding of hydrogen, ammonia and gas processing and pipeline projects
        • Intermediate to advanced proficiency level in Microsoft Office applications, including but not limited to Outlook, Word, Excel, PowerPoint and other Office Suite general products
        • Strong analytical skills and logical thought processes
        • Strong verbal and written communication skills, including but not limited to the ability to present ideas, proposals and results to business segment leaders and to internal and external customers
        • Ability to organize and prioritize daily work, including tracking and managing large projects, and see projects to completion while maintaining strict confidentiality (as necessary)
        • Must be able to manage multiple tasks successfully and simultaneously, and work with minimal direct supervision
        • Ability to work with a team, take directions from supervisor(s), high degree of attention to details, follow work rules, prioritize work schedule and adhere to established work schedules
        • Ability to identify and establish expectations in an employee/employer relationship (subordinate/manager)
        • Solid communication, motivation and interpersonal skills, and the ability to manage projects(s) that will include working with individuals with varying disciplines, backgrounds and experience levels

            • Primarily in an office environment, on project site or other vendor locations to be determined, with opportunities for occasional work at home
            • Job will require travel 25-30% to Ingleside, Texas and other vendor locations as necessary
